Landlord waves pet policy fee now wants to keep security depsit?

Thank author of this post/commentIf a landlord waves a pet policy fee, can they later try to keep some security deposit because they're claiming excessive cat hair? They are saying some of the furniture is unusible which is b/s because the place was already a craphole.
