Flower arrangements

Spring is coming and I have to start thinking about my flowers. There are some questions I want to ask.

I live in one of the mid Atlantic states and pretty soon it will start getting warm.

My front garden is the place I like to fill with flowers, so I begin every year moving the earth around.

I get rid of all the old stumps, and what´s left from last year and move it all around.

Then I begin spreading some granulated fertilizer all over to get the ground ready for planting.

When should I start to plant the new flowers?

Should it be seeds or plants?

I don´t know if I have been doing it right so far!

Appreciate any suggestions!
